Linda Moss, 74, was killed during a police pursuit with 58-year-old David Moss, who was reportedly wanted by police and refused to stop, leading to a violent exchange, on March 25.

According to the Independent Investigations Division (IID) of the Office of the Attorney General, the pursuit began around 11:50 p.m. as Baltimore Police Central District on patrol were made aware of a wanted car in the area by a license plate reader.

The car was wanted in connection with an armed robbery in Westminster, Maryland. Officers were searching the area and found the car near the 1000 block of West North Avenue, attempting to make a traffic stop.

The driver of the car failed to stop, prompting a chase that lasted several minutes. While fleeing, the driver lost control of the car and hit a parked vehicle before slamming into a tree. The passenger, Linda Moss, was pronounced dead at the scene. The driver, David Moss, suffered injuries and was taken to a nearby hospital. No officers were injured.

The follow-up investigation by the Baltimore City State’s Attorney’s Office confirmed its decision not to prosecute the case on Sunday, Jan. 28.
